Class C . Class C improvements are those which are <br /> primarily, if not exclusively, of benefit to property <br /> abutting or in the area of the improvement, including <br /> (1) the construction of sidewalks and bicycle paths; <br /> (2) the construction of storm sewers, (3) the <br /> construction or reconstruction of residential streets <br /> and alleys; and (4) the construction of curb and <br /> gutters on residential streets. <br /> 6. Section 6. Financing Class B and C Improvements It <br /> is the policy of the City of Falcon Heights to finance Class B and <br /> C improvements by the methods prescribed in Sections 7, 8 and 9 <br /> below. The apportionment of the cost between benefitted property <br /> and the City at large and the method of levying assessments pre - <br /> :scribed in those sections shall be followed in earn case unless <br /> the Council, by resolution, finds that because of special. circum- <br /> stances stated in the resolution, a different policy is necessary <br /> or desirable in the particular case. Any local improvement <br /> described in Minnesota Statutes, Chapter 429 and not placed in <br /> Class A, S or C by Section 2 above, shall be financed as the <br /> Council determines to be most feasible and equitable in each case. <br /> 7. Section 7. Assessment Rules for Class B Improvements <br /> Subdivision 1. Collector or Arterial, Street Con- <br /> struction or Reconstruction When a collector or arterial street <br /> is constructed or reconstructed, 50% of the costs of the <br /> improvements shall be paid from the general fund and 50% shall be <br /> 5 V <br />
