SECTION 7, cont. <br /> STREETS, cont. <br /> STREET Definition: Street reconstruction is de- <br /> RECONSTRUCTION fined as the rehabilitation of an existing <br /> street. <br /> Assessable Cost: The life expectancy for <br /> the construction of new streets is twenty <br /> .(20) years. If during the first ten (10) <br /> years after construction, reconstruction is <br /> required, then the project cost shall be <br /> borne by the City. Between ten and twenty <br /> years of street life any reconstruction <br /> projects casts shall be assessable on a <br /> pro -rata basis. 10% for each additional <br /> year. After twenty years, assessable costs <br /> equal the entire project cost. <br /> Distribution of Assessments: Unless other - <br /> wise specified by the Council, the assessable <br /> costs shall be distributed on an adjusted <br /> frontage basis. <br /> RESURFACING Definition: Resurfacing is defined as the <br /> act of prolonging street life by applying <br /> a sealcoat of oil and pea rock or other <br /> materia . Bituminous overlayment of up to <br /> lz inch is also considered resurfacing. <br /> Policy: It is the policy at this point in <br /> time to provide street resurfacing through <br /> a general tax levy. If extenuating cir- <br /> cumstances exist the policy may be altered <br /> to assess for a portion of bituminous over - <br /> layment. <br /> Assessable Cost: The assessable cost <br /> equals 25% of the project costs for over - <br /> layment. <br /> Distribution of Assessments: Assessable <br /> costs shall be distributed using either <br /> the area or the lot method. <br /> 11 <br />
