SECTION 12, cont. <br /> SPECIAL ASSESSMENTS FOR CURRENT SERVICES, cont <br /> Implementation of this Section must be authorized by <br /> the City Code or other ordinance adopted by the Council. <br /> Provisions for the levy and collection of the assessment <br /> are the same as for other improvements except that any <br /> special assessment levied under this Section is payable <br /> in no more that ten annual installments, the number to be <br /> determined by the Council. The Ordinance adopted under <br /> authority of this Section may, at the option of the Council, <br /> include provisions for placing primary responsibility upon <br /> the property owner or occupant to do the work himself <br /> (except in the case of street sprinkling or other dust <br /> treatment, alley repair, tree trimming, care, and Yemoval, <br /> or the operation of a street lighting system) upon notice <br /> before the work is undertaken, and for collection from the <br /> property owner or other person served of unpaid charges <br /> before they are attached to the tax bill. <br /> SECTION 13 <br /> PREPAYMENT AND ASSESSMENT CERTIFICATION <br /> 1. Partial Prepayment. After the adoption by the City <br /> Council of the assessment roll in any local improvement pro- <br /> ceeding, the owner of any property specially assessed in the <br /> proceeding may, prior to the certification of the assessment <br /> of the first installment to the County Auditor, pay to the <br /> City Clerk- Treasurer any portion of the assessment. The <br /> remaining unpaid balance shall be spread over the period of <br /> time established by the Council for installment payment of <br /> the assessment. <br /> 2. Certification of Assessments. After the adoption <br /> Of any special assessment by the Council, the City Clerk - <br /> Treasurer shall transmit a certified duplicate of the assess- <br /> ment roll with each installment, including interest, set <br /> forth separately to the County Auditor on an annual basis <br /> to be extended on the proper tax lists of the County. <br /> r <br /> SECTION 14 <br /> DEFERRED ASSESSMENTS <br /> 1. Senior Citizens <br /> A. Criteria.
