SECTION 15, cont. <br /> LOCAL IMPROVEMENT PROCESS, cont. <br /> STEP ACTION <br /> 6, cont. The Council shall also set a time for the <br /> bid opening. Generally, the City will <br /> allow a 30 -day period between calling for <br /> bids and opening.bids. <br /> 7 ACCEPTING BIDS: At the time and place pre- <br /> viously established, the City shall open and <br /> review all sealed bids for the improvement. <br /> The City may accept and retain all or a por- <br /> tion of the bids. The City may also defer <br /> awarding the bid for a period of time not <br /> to exceed 30 days. The purpose of the delay <br /> is to allow Staff time to review the bids. <br /> 8 AWARDING BIDS: When the City Council has <br /> completed all necessary review and hearings, <br /> it may award the bid to the lowest acceptable <br /> bidder. <br /> 9 CONSTRUCTION: Once the City has entered into <br /> a contract with the successful bidder, con - <br /> struction of the improvement may begin. <br /> 10 O RDER ASSESSMENT ROLL / ASSESSMENT HEARING: <br /> If 100% of the affected property owners have <br /> not petitioned for the improvement or signed <br /> a waiver of rights to appeal, then the City <br /> Council shall begin the assessment process. <br /> The Council will declare costs to be assessed, <br /> order prepartation of the assessment roll and <br /> set a date for public hearing on the assess- <br /> ments. Notice of hearing shall be published <br /> in the ECM Post- Review and mailed to all <br /> affected property owners. <br /> 11 ASSESSMENT HEARING: The purpose of the hearing <br /> is to give property owners information on the <br /> amount of assessment and to give them an op- <br /> portunity to object to the proposed assessment. <br /> Objections may he made at the hearing or sub- <br /> mitted in writing prior to or at the hearing. <br /> At its descretion, the Council may consider <br /> any objection raised to the amount of a pro- <br /> posed individual assessment at an adjourned <br /> meeting. The purpose of such additional in- <br /> quiry is to determine objectively, and in a <br /> non-adversary proceeding whether the amount of <br /> the assessment exceeds the benefit conveyed to <br /> 18 <br />
