6th STREET <br /> 1. Right -o£ -Way <br /> a. Assessed 1008 to benefitting property owners. <br /> b. Property owner to the west should have been <br /> included in 429 hearings. As he does have <br /> 60 feet of abutting property and with the <br /> dedicated property to the west (part of <br /> Northern Oak's property) this property owner <br /> will have approximately 295 feet of frontage. <br /> C. If he is included, acquisition costs can be <br /> divided by all benefitting properties in a <br /> more equitable split. This would include both <br /> north and south side of 6th, west side of north - <br /> south street, east side developers credit. <br /> d. This would give a split of right -of -way ac- <br /> quisition of $8.20 per foot on the north side <br /> of ROW @$4,587, south side of ROW @$4,996, and <br /> west side ROW @2,417. (These figures are ROW <br /> land costs only - attorney fees and deed update <br /> should be included also.) <br /> e. Corner lots receive no benefit for water, (at <br /> Branch Avenue and 6th). Benefitted property <br /> should share costs to receive the utility. <br /> C. Fire hydrants are a trunk facility. 508 of the <br /> costs for these will be paid by benefitting pro- <br /> perty owners. The remaining 50% will be paid by <br /> core charges for water hookup. This should be <br /> paid by the Utilities Commission <br /> d. Service lines are assesses; to benefitting pro - <br /> perty on a per each basis. <br />
