RNDKR CD ENV DER ID:612 -323 -61 DEC 14'98 12:29 No.001 °.04 <br /> ANOKA COUNTY <br /> WATER SUPPLY AND SEWAGE TREATMENT ORDINANCE <br /> ORDINANCE NOS. 80.1, 91.4, 92.3, and 98.1 <br /> 1.00 PURPOSE. APPLICABILITY. AND AUTHORITY . <br /> 1.01 PVjrLM It is the purpose and Intent of this ordinance to establish standards for the design, location, <br /> construction, operation, and maintenance of well water supplles and individual sewage treatment <br /> systems. <br /> 1.02 Appllcabillty This ordinance shall apply to those sites or facilities which are licensed, permitted, or <br /> otherwise regulated by County ordinance. The sewer provisions of this ordinance shall also apply to any <br /> premises In the County that are not served by municipal sanitary sewer or are not located in a city or <br /> township which has adopted an Individual sewage treatment system ordinance. <br /> 1.03 Author". This ordinance Is adopted pursuant to the outhori2ation contained in Minnesota Statutes <br /> 145A.05 and 115.55. <br /> 2.00 GENERAL PROVISIONS <br /> 2.01 Administrative Policy and Procedures All of the provisions of the Anoka County Administrative <br /> Procedures Ordinance relating to: definitions; license and permit provisions; duties of the Department; <br /> license application and processing; suspensions and revocations; variance; separability; provisions <br /> cumulative; no consent; shall apply as It fully set Forth herein. <br /> 2.02 Administration This Ordinance shall be administered by the Anoka County Community Health and <br /> Environmental Services Department. The term 'Department," where used In this ordinance and the <br /> Administrative Procedures Ordinance,' shall mean the Anoka County Community. Health and <br /> Environmental Services Department. <br /> 2.03 Compliance No person shall cause or permit the location, construction, alteration, extension, conversion, <br /> operation, or maintenance of any water supply or Individual sewage treatment system, except In full <br /> compliance with the provisions of this ordinance. <br /> 2.04 Conditions Violation of any condition Imposed by the County an a license, permit, or variance, shall be <br /> deemed a violation of this ordinance and subject to the penalty provisions set forth in this ordinance. <br /> 2.05 insoection No part of an individual sewage treatment system shall be covered until It has been Inspected <br /> and approved by the Department. If any part of the system Is covered before being Inspected and <br /> approved as herein provided, it shall be uncovered upon the direction of the Department. The Department <br /> shall cause such Inspections as are necessary to determine compliance with this ordinance. It shall be <br /> the responsibility of the permittes to notify the Department that the system is ready for lnspectlon. <br /> 2.06 Permit No person shall cause or allow the location, construction, alteration, extension, conversion, or <br /> modification of any individual sewage treatment system without first obtaining a permit for such work j <br /> from the Department. No person shall construct, alter, extend, convert, or modify any structure which <br /> Is or will utilize an Individual sewage treatment system without first obtaining an Individual sewage <br /> treatment system construction permit. Permit applications shall be svbmltted by the person doing the <br /> -1. <br />
