section to an extent that endangers the life, limb, health, property, safety or welfare of the <br /> public or the occupants thereof, shall be deemed and hereby are declared to be <br /> substandard buildings. <br /> Chapter 11: Notices and Orders of the Building Official. The notice and order, <br /> and any amended or supplemental notice and order, shall be served upon the record <br /> owner, and posted on the property; and one copy thereof shall be served on each of the <br /> following if known to the building official or disclosed from official public records: the <br /> holder of any mortgage or deed of trust or other lien or encumbrance of record, the owner <br /> or holder of any lease of record, and the holder of any other estate or legal interest of <br /> record in or to the building or the land on which it is located. <br /> Chapter 12: Appeal. Upon receipt of any appeal filed pursuant to this section, the <br /> building official shall present it at the next regular or special meeting of the board of <br /> appeals. <br /> Chapter 13: Procedures for Conduct of Hearing Appeals. Each party shall have <br /> the following rights, among others: 1. To call and examine witnesses on any matter <br /> relevant to the issues of the hearing. 2. To introduce documentary and physical evidence. <br /> 3. To cross - examine opposing witnesses on any matter relevant to the issues of the <br /> hearing. 4. To impeach any witness regardless of which parry first called the witness to <br /> testify. 5. To rebut the evidence. 6. To be represented by anyone who is lawfully <br /> permitted to do so. <br /> Chapter 14: Enforcement of the Order of the Building Official or the Board of <br /> Appeals. After any order of the building official or the housing advisory and appeals <br /> board made pursuant to this code becomes final, no person to whom any such order is <br /> directed shall fail, neglect or refuse to obey any such order. Any such person who fails to <br /> comply with any such order is guilty of a misd meanor. <br /> Chapter 15: Performance of Work of Repair or Demolition. When any work or <br /> repair or demolition is to be done pursuant to Section 1401.3, Item 3, of this code, the <br /> building official shall cause the work to be accomplished by city personnel or by private <br /> contract under the direction of the building official. <br /> Chapter 16: Recovery of Cost of Repair or Demolition. The building official shall <br /> keep an itemized account of the expense incurred by this jurisdiction in the repair or <br /> demolition of any building done pursuant to the provisions of Section 1401.3, Item 3, of <br /> this code. Upon the completion of the work of repair or demolition, said building official <br /> shall prepare and file with the clerk of this jurisdiction a report specifying the work done, <br /> the itemized and total cost of the work, a description of the real property upon which the <br /> building or structure is or was located, and the names and addresses of the persons entitled <br /> to notice pursuant to Section 1101.3. <br /> A complete description of the 1997 Uniform Housing Code is available at the <br /> Centerville City Hall for public inspection.
