DATE: December 4. 1998 <br /> TO: Honorable Mayor and Council <br /> FROM: Ry -Chel Gaustad, CMC City Clerk <br /> RE: Upgrade /Update Cable Computer <br /> MISSION - To implement and utilize the cable computer hardware <br /> and software system on the cable access channel to maximize the <br /> city's communication potential with its citizen viewers. <br /> CURRENT STATUS /DISADVANTAGES - The OMEGA BROADCAST TITLE has not <br /> been utilized lately because of various reasons. First, Staff <br /> has to allocate 4 - 6 hrs to update the cable channel, depending <br /> on the amount of information. Since the system looses its <br /> contents during power surges it requires regular updates. Also, <br /> the monitor expired in June and needs to be replaced in order to <br /> observe updates on the channel. The Omega Computer Companv has <br /> been out of business for five years and the purchase of parts and <br /> computer support is limited. In addition, the system is <br /> "prehistoric" and requires much attention to hold the viewers <br /> attention. Besides the listed disadvantages, one advantage to <br /> keeping the current system is the cost savings of the proposed <br /> computer. <br /> COST /BUDGET - The City is scheduled to receive cable franchise <br /> fees in March and unspent year -end funds in January of each year. <br /> The funds are exclusively ear - marked for cable and the broadcast <br /> of cable. Currently, the cable budget reflects an $11,232.14 <br /> balance. However, the $1600 council chair purchase amount has <br /> not been deducted but will be billed in January 1999. <br /> PROPOSAL - Included in your packet is a quote from Alpha Video in <br /> Edina. The proposed SCALA system is specifically tailored to fit <br /> the needs of this organization. Additional cable cord has been <br /> included to hook the system up to the City offices. The attached <br /> list is all inclusive, all we need is to provide power and a <br /> place to set the system up. <br /> ADVANTAGES - There are two sections to the proposal. Section A <br /> represents a small client list of current users. Interestingly, <br /> Alpha Video is the #1 SCALA reseller in the world. Section B <br />
