SET AGENDA <br /> Tri -City Police Department <br /> Written Complaints <br /> Councilmember Brenner moved to approve the set agenda with noted additions Councilmember <br /> Buckbee seconded the motion Motion carried unanimously, <br /> PETITIONS AND COMPLAINTS <br /> .School Crossing and Fines and No Parking Violators at the School and Parking on County <br /> Road 19 <br /> Mr. March updated the Council on several complaints the city received in regards to the school <br /> crossing and occupied no parking areas. In addition, the city has been requested to double fines <br /> to no parking violators and to increase police coverage during school crossings. Officer Jensen <br /> reported the police department is in receipt of a safe and sober grant which can be applied to <br /> staffing the elementary school crossing and to assist enforcing no parking violators. The Council <br /> suggested tabling the issue until receipt of Chief Heckman written comments and to notify the <br /> complainants of the process. <br /> UNFINISHED BUSINESS <br /> Tri-City Police Department Negotiation <br /> Mayor Wilharber reported the Tri-City task force met on November 16, in hopes of creating a <br /> contribution formula for each city. However, the task force was unsuccessful in developing a <br /> formula to present to each of the member cities. Mayor Wilharber explained that the Commission <br /> planned to wait until January, in order to include new council members as well as their input. <br /> NEW BUSINESS <br /> 1999 Licenses Consideration <br /> Mayor Wilharber questioned Staff if it is a requirement of liquor establishments to pay <br /> outstanding taxes prior to receiving their license. Ms. Gaustad explained it has been a sound <br /> practice to request full payment of outstanding City debt from all establishments prior to issuing <br /> licenses. <br /> Councilmember Buckbee moved to approve the 1999 cigarette and liquor licenses contingent <br /> upon receipt of all documentation the CPLPD and State approval and appropriate certificate of <br /> insurances. <br /> Citizen and Business Person of the Year <br /> Ms. Gaustad updated the Council on the EDC dilemma to select citizen and business person of <br /> 2 <br />
