City Council Meeting December 11, 1996 <br /> Buckbee expressed concern of compliance with ordinance #8, section 38.01 - temporary <br /> turn around. Nyberg said the developer will comply with this and all ordinances. <br /> MOTION by Buckbee, seconded by Brenner to approve the final plat contingent upon <br /> Rice Creek Watershed Districts and Engineering approval. Also the temporary turn <br /> around be addressed with the Fire Chief. Motion carried unanimously. <br /> Development Contract for Willow Glen - C.R. of Bright Key Development requested the <br /> city council permit half of the park dedication fee of $36,000 be paid now and the <br /> remaining amount upon completion of the development. <br /> MOTION by Buckbee, seconded by Brenner to approve the development contract <br /> between R&R leasing and the city of Centerville, contingent upon the City Engineers <br /> approval. Motion carried unanimously. <br /> Building Permits - C R, of Bright Key requested the city council to lower the building <br /> permit fees associated with each townhome. C.R. compared Centerville's market value <br /> against Oakdale and Woodbury. The Centerville end unit is valued at $86,000, the permit <br /> fee is $873.75. An Oakdale end unit is valued at $87,400 the permit fee is $540.50. A <br /> Woodbury end unit is valued at $84,600 and the permit fee is $540.50. C.R. requested the <br /> council to lower the permit fees to be in conjunction of other communities. <br /> Palzer stated Todd Smith, Anoka County Assessor reviewed the plans and the home value <br /> came in at $97,100. Palzer said, originally the end unit plans C.R. submitted were valued <br /> at $85,000 now C.R. is proposing a value of $79,000. The County Assessor included 5 of <br /> the 20 possible options available and concluded $97,100 is the fair market value. <br /> MOTION by Powers - Rasmussen, seconded by Brenner to deny a permit decrease. <br /> Motion carried unanimously. <br /> C.A. stated for the record, he was very disappointed in how this matter has been handled. <br /> He felt working with the city would be a two way street, but now he understands it's a one <br /> way road. C.R. was very disappointed the council wouldn't consider a decrease in the <br /> permit fees. <br /> Waterinain Interconnect - Nyberg interjected the watermain issue down 20th Avenue is <br /> more of a political issue than a service issue. Jim March and Dave Nyberg planned to <br /> meet on Monday with Eagle Pass Developers, to discuss the future outlook for a water <br /> supply, on the south side of the City.
