Planning and Zoning Meeting January 7, 1997 <br /> Tourville asked if Royal Oaks was requesting a rezoning to R -2 Single Family? Mr. Black <br /> said yes. Tourville asked if there is a building spot on each lots including the smallest lot. <br /> Mr. Black said yes there is a building spot on each lot and 15,000 is the smallest lot. <br /> Tourville confirmed the three accesses; two off County Road 14 and one off Centerville <br /> Road. <br /> LaMotte asked what would happen with the shrubs and trees. Mr. Black said the majority <br /> of the shrubs and trees will remain. Royal Oaks felt preserving the atmosphere would lend <br /> to the development. LaMotte questioned if the swale will be left alone? Mr. Black said <br /> yes. LaMotte questioned the Centerville Elementary Schools drainage. Mr. Black <br /> mentioned a portion of the drainage will be flowing on Lots 7, 8, 9 and 10. Mr. Black has <br /> been in contact with the Bill Martin and Gary Korpella at the school and RCWD, Royal <br /> Oaks is happy to work with the school on the drainage issues. Although, the majority of <br /> the ponding is on the school property, Mr. Black was not sure if RCWD will allow <br /> ponding in wetlands. LaMotte suggested a fence along the pond area to keep kids out. <br /> Mr. Kytonen mentioned the ponds are very shallow. <br /> Mr. Black mentioned the lowest flood elevations will be two feet above the flood plain. <br /> Tourville asked about the trailway to the school? Mr. Black said there will be a 15 feet <br /> wide and 140 feet long right of trail way to the school. If the city would prefer something <br /> else Royal Oaks is happy to discuss it. Although, Mr. Behrind, Mr. Martin and Mr. <br /> Korpella from the school have seen the plans and were comfortable with the trail leading <br /> to the ballfields. <br /> Tourville asked if the school wasn't in favor of a through road. Mr. Black understood the <br /> school was not in favor of a through road. Whereas, the Fire and Police departments were <br /> in favor of the road going through. <br /> Mayor Wilharber commented the city could have the developers put in sidewalks. <br /> March commented sidewalks could be included in the developers agreement. Tourville <br /> asked what's to say other motorized vehicles or bikes from driving on the side walk. Mr. <br /> Bill Lalonde of 1687 Westview Street, felt it depends how the city address the sidewalks. <br /> Tim Schweppe of 7249 Centerville Road, questioned the distance between the <br /> development and the north side abutting properties. Mr. Black said it will be a minimal 30 <br /> feet but it could be 50 - 60 feet back. Mr. Schweppe asked about drainage? Mr. <br /> Kytonen said they could berm it and redirect the flow of water. <br /> Mr. Schweppe asked what will happen with the row of pines and the ones which run along <br /> the wetlands? Mr. Black said the trees will stay unless, the lot purchaser wishes to move <br /> their house in that area. <br /> Mr. Schweppe asked the proposed width of the road from Centerville Road since it was <br /> constructed at 34 feet? Mr. Kytonen said the width of the road will be 60 feet for right of <br /> way and a 34 feet road. <br /> 2 <br />
