City Council Meeting, February 26, 1997
WATE MAIN INTERCONNECT INFORMATIONAL MEETING
David Nyberg, City Engineer explained the 20th Avenue Watermain Interconnect and
Truck Sanitary Sewer System. Proposed improvements include watermain interconnect
with Lino Lakes, watermain meter vault, hydrants, sanitary sewer trunk, lift station, future
connection point, erosion control and turf restoration.
Nyberg explained the watermain interconnection construction cost would be
approximately $274,500. The sanitary sewer construction including restoration and truck
sanitary sewer would cost $188,000. The total construction cost would be approximately
$463,100.
Nyberg mentioned other non- assessment costs associated with access to the water and
sewer would include a $1,300 Water Availability Charge (WAC) and $1,750 Sewer
Availability Charge (SAC). Further, the individual property owner will be responsible for
the connection between the property line and the individual building. Property owners
may also have cost associated with taking individual well systems and septic systems out
of service.
Paul Montain representing Rehbein Inc., asked if the industrial/commercial and residential
cost are the same? Buckbee commented the cost is associated with the buildable square
footage. Nyberg explained the city ordinance requires property owners to connect to the
sewer once sewer service is available. In addition, the city ordinance indicates properties
must hook up when the utility becomes available although if a well is in good working
condition it can remain in use.
Nyberg explained this is an informational meeting and at later dates the public will have an
opportunity to voice their opinions. Nyberg gave a tentative project schedule including
hearings, advertisements, and the beginning of construction etc.
Paul Montain suggested the city look at financing this project through the sewer /water
funds or TIE. Mr. Montain asked could future developments impact the finances on this
project.
Kenny Carpenter 8885 20th Avenue asked who was pushing the project. Nyberg
commented the city because the interconnect will provide a better commercial/industrial
tax base for the whole city. Carpenter explained he has a good mound system with three
tanks and doesn't care to pay the hook -up charges.
Herman Strehlow commented his land is agriculture and doesn't need nor want the
utilities.
Carpenter explained with the proposed assessments there is no way he has five acres.
Further, the city did not provide TIF or any other incentives with his business, he doesn't
care to pay the assessments to help bring in other business.
2
