City of Centerville <br /> March 18, 1997 <br /> Page Two <br /> At a minimum, I would recommend additions /revisions in the following <br /> areas: <br /> • Clarify and recategorized residential districts <br /> • Expand the number of commercial districts, including a Central <br /> Business District <br /> • Shoreland protection standards <br /> • Best management practices <br /> • NURP standards <br /> • Wetland conservation requirements <br /> • Obstructions to airspace navigations <br /> • Communication towers <br /> • Update performance standards <br /> • Update definitions <br /> • Timetable for action (60 -day law) <br /> • Day care and group homes (mandatory) <br /> These revisions are fairly extensive and will require putting the entire <br /> document into a word processing software compatible with the City. My <br /> clear preference would be to reorganize and rewrite the entire ordinance. It <br /> will streamline the document, modernize it for better clarification and <br /> reformat it for readability and comprehension. From a budget standpoint, I <br /> think the rewrite is more cost effective than amending the document with so <br /> many revisions. <br /> My approach to any revisions would include an orientation with staff to verify <br /> and secure all relevant City ordinances and amendments which have bearing <br /> on the content of the zoning ordinance. I would propose a work session with <br /> the Planning Commission (City Council welcome also) to inventory all issues, <br /> problem areas and deficiencies of the current ordinance. We would also <br /> discuss each other's wish lists for ordinance provisions. <br /> A follow up work meeting would include review of an outline of ordinance <br /> revisions and potential content issues from previous discussions. I like to <br /> review most key issues in a conceptual format with the Planning Commission, <br /> prior to writing formal provisions. This generally saves time in the long run, <br /> generates more local input and understanding in the process and gives me <br /> better direction at the beginning of the process. <br />
