located less than 500 feet from any residential zoning district boundary or site used <br /> for residential purposes, and less than 500 feet from any church site, from any school <br /> site, from any day care facility, or from any park which is adjacent to property zoned <br /> residential. For purposes of this Ordinance, this distance shall be a horizontal <br /> measurement from the nearest existing residential district boundary or site used for <br /> residential purposes, church site, school site, day care site, or a park site to the nearest <br /> Subd. 3. Where operation of a licensed premises would violate zoning ordinances. <br /> Subd. 4. Where the applicant's present license was issued conditioned upon the <br /> applicant making specific improvements to the licensed premises or the property of the <br /> licensed premises which improvements have not been completed. <br /> 306.12 Conditional Licenses The Council may grant an application for a new or <br /> renewed pawnbroker or secondhand goods dealer license conditioned upon the applicant making <br /> reasonable improvements to the proposed business premises or the property upon which the <br /> business premises is situated. The Council, in granting a conditional license, will specify when <br /> the modifications must be completed. Failure to comply with the conditions of the license is <br /> grounds for the City Council to refuse to renew the license. <br /> 306.13 Death of Licensee In the case of the death of a licensee, the personal <br /> representative of the licensee may continue operati n of the business for not more than 90 days <br /> after the licensee's death. Continuation after 90 days requires completion of a new application <br /> process. <br /> 306.14 Records Required Each licensee shall keep a record of each transaction made <br /> in the course of their business. The licensee shall deliver a true and correct copy of each <br /> transaction to the Chief of Police or his/her designee according to a time table established by the <br /> Chief of Police. The licensee shall immediately and legibly record in English the following <br /> information by using ink or other indelible medium on forms or in computerized record <br /> approved by the City: <br /> Subd. 1. The full name, address, telephone number, and date of birth of the person <br /> from whom the item was received. <br /> Subd. 2. The time and date of transaction. <br /> Subd. 3. A complete description of the item pledged or sold, including, but not <br /> limited to, any trademark, identification number, model number, brand name, or other <br /> identifying marks, and the purchase price. <br /> Subd. 4. A physical description of the person pawning or selling the item including: <br /> race, sex, height, weight, color of eyes, color of hair. <br /> 7 <br />
