Residential Refuse Collector Contract
Councilmember Powers thanked Intern Mr. Bonkowske for compiling and including the
additional requested information in the Residential Refuse Collection Contract. Councilmember
Brenner noted the City received a letter with approximately two hundred residents and several
business' signatures in support of Walter's Rubbish. Mayor Wilharber reported he received
comments from several residents regarding Walter's canvassing giving misleading information.
Mr. Joe Kopp (Walter's Rubbish Haulers) believed the intent of the canvassing was to meet the
community in hopes to become part of the Centerville community.
Mr. Jeff Glewwe (United Waste Systems) stated since United Waste took over the Refuse
Contract in 1996 several changes have taken place. United Waste has provided carts for the
residents and collected non - standard items that were not included in the original contract. Also, all
United Waste trucks are DOT inspected, drivers are fully trained, and supplied the City with
biodegradable bags at no charge.
Councilmember Brenner asked if United Waste had future plans to sell. Mr. Glewwe explained
the letter of intent was to merge with U.S.A. Waste, however, the name would not change.
Ms. Deb Osgood (Waste Management) stated Waste Management is ready and willing to serve
the Centerville community. Currently, they are providing service to fifteen other municipalities.
She added they are honored to be recommended by Staff to serve the Centerville community.
Mr. Denny Fredrickson (Ace Solid Waste) commented Ace plans to keep Friday pickups and Ace
will provide larger containers. He noted 70% of Ace customers use 78- gallon carts which is a
direct savings to the residents.
Mr. Randy Hagerty (City Recycling Coordinator) thanked Mr. Bonkowske for the wonderful job
he did creating the Residential Refuse Collection Contract. Mr. Hagerty implied the additional
carts and cart size benefit haulers as well as maintain a level of service to the community.
However, he questioned a section in the contract concerning spring clean-up days that would cost
the City money. Mr. Bonkowske clarified the Contract states service and labor are included with
the clean up, however, the City is responsible for the tipping fee.
Ms. Jackie Constant (Lino Lakes Solid Waste and Recycling Coordinator) stated Lino Lakes has
an open contract for waste collection, however, an exclusive contract will be on the fall election
ballot.
Mr. Bill Bisek (Kelly's Korner) questioned if this hauling Contact was exclusive to residential and
commercial service. Mr. Bonkowske replied this Contract is for residential hauling, and the
commercial Contract will be addressed separately. Mr. Hagerty explained commercial businesses
generate their own recycling and there are separate needs between commercial and residential.
Mr. Hagerty added an additional 2 -3 haulers should not have an affect on the City roads.
