Mayor Wilharber read aloud the petition request and noted fifteen signatures were on the petition. <br /> Mayor Wilharber read aloud the traffic study from the Circle Pines - Lexington Police <br /> Department. Mayor Wilharber referred to a recent article on the "over use" of stop signs, <br /> therefore, he did not recommend implementing additional signage. In summary of the Council's <br /> deliberation, the following action was taken_ <br /> MOTION by Mayor Wilharber to deny the petition request for signage on Heritage Street and <br /> Progress Road based on the Police report and the North Central Section Institute of <br /> Transportation Engineers (NCITE) traffic study. In addition, Mayor Wilharber requested the <br /> petitioner is forwarded a copy of the traffic study. Motion seconded by Councilmember Brenner. <br /> Motion carried unanimously. <br /> United Wast Complaint <br /> Ms. Clara Ayde (7193 W. Robin Lane) briefed the Council on her refuse concerns. First, United <br /> Waste does not have Centerville's contract information on the back of their billing statements <br /> which may cause confusion in the community. Also, Ms. Ayde contacted United Waste three <br /> times and asked the same question and received three different answers. In addition, Ms. Ayde <br /> understood there was no change to the contract. However, she is being charged for an extra 90 <br /> gallon containers but her service has not changed. <br /> Mr. Ron Gersdorf (United Waste) responded to Ms. Aydes concern. Mr. Gersdorf explained the <br /> information on the back of the billing statement is exclusive to the 804 Centerville residential <br /> accounts. All United Waste employees are directed to journal calls in the "Journal of <br /> Communications." Mr. Gersdorf noted no calls from Ms. Ayde were logged in the journal. <br /> Furthermore, the tax abatement charges have changed effective November 1, 1997. However, the <br /> bill shows a decrease in the premium, which reflects the amended refuse contract. Mr. Gersdorf <br /> explained there always has been a $7.25 charge for picking up extra containers. <br /> Mayor Wilharber noted in October United Waste received four complaints which correlate to <br /> .0049% of the service, the percentage is exceptionally low. Councilmember Powers recalled from <br /> a past meeting, United Waste stated there was no charge to pick up extra containers. <br /> Councilmember Powers suggested Staff review the refuse contract discussion from the past <br /> Council meeting tapes. <br /> MOTION by Mayor Wilharber to authorize Staff to review past meeting minutes, Council tapes <br /> and report to the Council.
