PETITIONS AND COMPLAINTS United Waste Discussion tcontinued) Mr. March briefed the Council on the City's refuse contract and the need to comply with the new State Iaw requirements. Mr. Ron Gersdorf (United Waste) explained some laws including volume based fees and reporting requirements. Mr. March briefed the Council on the past contract extension and recommended adjustments to the contract. MOTION by Councilmember Helmbrecht to authorize Staff to meet with United Waste Systems to come up with amendments to the refuse contract, then make recommendation to the Council. Motion seconded by Councilmember Brenner. Motion carried unanimously. The Score Funds - Randy HagejU Mr. Hagerty summarized the score fund reimbursement procedure to United Waste for their recycling efforts. In addition, the County allocates the score funds to communities to defer the cost of recycling efforts. However, disbursing the funds to waste haulers is not mandatory. Mr. Hagerty requested to either eliminate or modify the disbursement. Mr. March asked, "Does United Waste want the score funds ?" Mr. Jeff Glewwe (United Waste) replied United Waste was unaware of the funds allocations and would rather give the money back to the community. MOTION by Mayor Wilbarber to discontinue the score fund payments to waste haulers. Motion seconded by Councilmember Helmbrecht. Motion carried unanimously. NEW BUSINESS Consideration for Public Works Position (Robert Westerlund) Mr. Palzer gave an overview of the interview process for the public works position. The City received thirty -six applications for the position. Mr. Palzer added a three - person panel was made up of the administrator, intern and himself. The selection process consisted of an interview and a written essay. Mr. Westerlund stood out from all the other applicants. Mayor Wilharber confirmed a criminal history and job reference check was completed. MOTION by Councilmember Buckbee to approve Robert Westerlund as per the recommendation from the Administrator and Public Works Director, contingent upon a favorable drug test and physical.
