We then discussed Lino Lakes' proposed extension of 21st Avenue south of Main Street. With the same contract for the sanitary sewer and watermain work, Lino Lakes will be constructing approximately 800 -feet of roadway along the 21st Avenue corridor. Dave Ahrens indicated that the plan right now is for that road to be extended, centered on the corporate boundary. He said that it is important that we talk to the Centerville Council about funding their half of that cost. We reviewed the existing maps of the site and the existing gravel road along the 21st Avenue corridor. It appears that the existing gravel road is almost completely on the Centerville side. Dave Ahrens also indicted that he had discussed at length making this road a state aid road. However, we both agreed that this would not work because Centerville is not a state aid community. Therefore, the road can not be designated as a state aid route. Dave Ahrens then indicated that he would need some kind of Joint Powers Agreement with Centerville on ownership of this road. This Joint Powers Agreement will outline issues such as maintenance, both long and short term, and snow plowing responsibilities. We then discussed the meter vault. Currently, the vault is shown at the northeast corner of Gerald Rehbein's 40 acres on the south end of Centerville. Dave Ahrens said the meter vault would need to be located in Lino Lakes, probably just behind the curb or just in the street on the new proposed road. We will be getting a proposed road section from Lino Lakes' consultants, TKDA. At this time, we will show on our plans a meter vault to be constructed by others. Dave Ahrens indicated that when they do their project the meter vault will be included in that project. They will build it and we will hire a separate contractor to install the necessary electrical system so that the meter can be connected to the watertower telemetry system. We then asked Dave Ahrens whether the meter would be one flowing Lino Lakes to Centerville or whether he would like it to be built to flow either way. Mr. Ahrens indicated that he originally thought it would flow from Lino Lakes to Centerville, however, he would consider whether it would benefit Lino Lakes to flow each way. He would talk to his water superintendent and consultant about this. We then talked about flood plain issues on Gerald Rehbein's new plat. Dave Ahrens was interested on whether Gerald had received approval for the reduced flood plain. We indicated that we thought this was probably a few months out. Dave Ahrens said that Gerald had told him that it could be done by January. To review the topics of the meeting, we will need several agreements with the City of Lino Lakes. There is an agreement we will have to work on for 21st Avenue, another that has to be finalized for the interconnection, and it is likely the business owners of the proposed development in Lino Lakes may need a temporary water connection off of 21st Avenue with Centerville.
