APPEARANCES <br /> UNFINISHED BUSINESS <br /> Senior Housing <br /> Mr. Tim Yantos (Anoka County HRA) gave a brief overview of the "Chauncey Barett Gardens" <br /> Senior Housing Project. Mr. Mark Ruff (Ehlers & Associates) distributed a pre -sale report on the <br /> housing development bonds (The City of Centerville Unlimited Tax General Obligation), Series <br /> 1997B. Mr. Ruff also explained the financial position between Anoka County Housing and <br /> Redevelopment and the City of Centerville (EXHIBIT A). Mr. Ruff briefed the Council on the <br /> City's financial position with the Senior Housing Project. Mr. Frank Dunbar (Dunbar <br /> Development) addressed the time -line for the facility construction development. Continuing, Mr. <br /> Dunbar anticipated October 22, 1997 for the ground breaking and the facility completion date of <br /> June 1, 1998. Mr. Dunbar elaborated on the construction of the $1,290,000 building. Adding, <br /> the base price of the bid includes a concrete apron into the garage entrance and face bricks. <br /> Finally, Mr. Dunbar explained an irrigation system, automatic doors, curbs and gutters have been <br /> eliminated from the project. <br /> Councilmember Brenner addressed a letter from Chief VanBurkleo which expressed concern on <br /> the following items: outside lighting, a security entrance, security for all patio accesses, width of <br /> the hall ways, width of the outside doors, and the width of the interior apartment doors. Mr. <br /> Dunbar explained a security entrance is provided, locks and locking boards will provide patio <br /> security. Councilmember Powers stressed a need for handrails at the building entrance. Mr. <br /> Dunbar stated the building is in compliance with ADA regulations. <br /> Councilmember Brenner questioned the pond area next to the facility. Mr. Dunbar stated the <br /> pond is shaped to accommodate the present facility. Mr. Dunbar added, when the Council elects <br /> to build another senior facility, then the pond will be readdressed. <br /> MOTION by Councilmember Brenner to approve the revised Joint Powers Agreement between <br /> the City of Centerville and Anoka County HRA. Motion seconded by Councilmember Powers. <br /> Motion carried unanimously. <br /> Resolution 97 -21 Consideration to Approve Issuing Senior Housing G.O. Bonds <br /> MOTION by Councilmember Buckbee to adopt resolution 97 -21. Motion seconded by <br /> Councilmember Brenner. Motion carried unanimously. <br /> Councilmember Brenner commented the ground breaking is scheduled for Wednesday, October <br /> 22, 1997 at 4:00 p.m. on the site. Following the ground breaking a reception will be held at City <br /> Hall. <br /> 3 <br />
