MEMO <br /> DATE : October 17, 1997 <br /> TO Honorable Mayor and Council <br /> FROM : Jim March <br /> RE Proposed staff salary ranges <br /> I mentioned this item at the last Council meeting. I am <br /> continuing to work on establishing fair salary ranges for all <br /> positions. I am using the Stanton surveys as a guideline for <br /> this process. Many communities have set up a stepped salary <br /> system. The steps illustrate to employees what potential exists <br /> in the corresponding positions within the City. This is an, <br /> objective system that takes into account long range projections <br /> for earnings potential (usually six years). <br /> The City of Circle Pines has est blished this system and it has <br /> worked out very well for them. It will be more difficult to set <br /> up this system in a growing community rather than a fully built <br /> out community. Everyone will have to agree with the growth and <br /> population projections. The intricacies of determining when a <br /> step up is or is not warranted becomes complex if one bases the <br /> step adjustments on something other than time served. I am <br /> trying to set up a meeting with Jim Keinath to get an objective <br /> administrators review of all the ranges prior to my presentation <br /> at the next Council meeting. I will deliver the first draft at <br /> the meeting on Wednesday. If there is much discussion on this <br /> issue, I would request setting up a workshop to discuss this <br /> topic. Currently, I am having Troy rework our personnel policy <br /> to make this document consistent with the union contract. When <br /> this is complete, I will have this presented to Council for <br /> approval. <br /> I expect to have staff input in this process in regards to the <br /> methodology used in setting up the ranges. The figures <br /> themselves have been determined by using a competitive market <br /> analysis of similar sized communities in the metropolitan area. <br />
