Suggesting <br /> creating a new development agreement for Willow Glen Phase II to replace the first phase <br /> development agreement with new fees. <br /> MOTION by Councilmember Helmbrecht to authorize Engineer and Staff to develop the Willow <br /> Glen I1 phase development agreement to reflect the first phase agreement except the fees <br /> schedule, contingent upon Attorneys review. Motion seconded by Councilmember Buckbee. <br /> Motion carried unanimously. <br /> Refuse Contract <br /> MOTION by Councilmember Helmbrecht to approve Waste Management for residential refuse <br /> collection contract. Motion seconded by Councilmember Buckbee. Wilharber nay, Helmbrecht <br /> aye, Buckbee aye, Powers nay, Brenner nay. Motion denied. <br /> MOTION by Councilmember Brenner to approve Walter's Rubbish for residential refuse <br /> collection contract. Motion seconded Councilmember Powers. Wilharber nay, Helmbrecht nay, <br /> Buckbee nay, Powers aye, Brenner aye. Motion denied. <br /> MOTION by Mayor Wilharber to approve United Waste Management for residential refuse <br /> collection contract. Motion died for lack of a second. <br /> Mayor Wilharber stressed not to change for change sake, adding that United Waste provides an <br /> additional appliance pick up aiding in the appearance of the city at no charge. Also, Mayor <br /> Wilharber acknowledged United Waste correspondence dated August 13, 1997 suggesting to <br /> extend the present refuse contract until December 1998. Finally, Mayor Wilharber suggested the <br /> Council allow United Waste to prove their service reputation. <br /> MOTION by Mayor Wilharber to approve United Waste to extend the present contract until <br /> December 1998. Motion seconded by Councilmember Brenner. Wilharber aye, Brenner aye, <br /> Helmbrecht aye, Buckbee nay, Powers nay. Motion carried. <br /> MOTION by Councilmember Helmbrecht to authorize Staff to request United Waste supply a <br /> monthly complaint log and follow up on complaints. Motion seconded by Councilmember <br /> Powers. Motion carried unanimously. <br /> 5 <br />
