The issues include the pavement <br /> problems along Eagle Trail, grading issues along a drainage s ile at the northeast rcrner of <br /> the project, and a more recent development with tha drain tile system along Dupre Roac <br /> EAGLE TR-A,II <br /> Earlier this year, we met on site at the Eagle Pass project with you and your contractc: for the <br /> improvements, C.W. Houle, Inc. At that meeting, we discussed settlement or sub -base <br /> problems along Eagle Trail, where the pavement and curb and autter had developec several <br /> deflections. The problem developed during the 1296 -1991' winter. A follow -up letter dated May <br /> 5, 1997, was sent to those at the meeting. <br /> At that meeting, we discussed the need to repair these problem areas and to also monih)r these <br /> areas through the 1997 -1993 winter for additional defler„ ions. At a meeting with C.W Houle, <br /> Inc. last Friday, September 26 we discussed the need to make these repairs this fal so that <br /> we can monitor the situation over the coming winter season. The plant for repair includes paving <br /> a leveling course over the deflection areas, and either replacing the curb and gutter or jackin <br /> up the curb and gutter where deflections have occurred. This will be a satisfactory repa r in our <br /> option, however, should the deflections occur again over the winter season, more sirr,ife3nt <br /> repairs may be necessary, possibly including excavation of the sub -grade and reconstruction of <br /> the street. <br /> DRAINAGE SWALE GRADING <br /> At the east side of the project, a drainage swale is proposed on the grading plan to pro ride for <br /> an overflow route for stormwater from the pond at the southeast end of the site northward to <br /> Clearwater Creek. As of the date of this letter, the swale has been c instructed to direct runoff <br /> toward a low area along the back of lots 24 and 25. <br /> We recommend the Swale be constructed to drain stormwater to Clearwater Creek, according to <br /> the final grading p'an.
