The change <br /> includes deleting a portion of the geotextile fabric under the road subgrade and elimination of <br /> drain the along certain sections of the road profile. <br /> According to the bids provided by the developer, the deduction would amount to a savings of <br /> approximately $17,000 for the developer, or about 3.5°1 of the total construction cost of <br /> $490,000. <br /> The developer requested that this change be made and implemented without Council a�)proval. <br /> However, we believe it is necessary to bring this issue to the Council for approval of the <br /> requested change, due to the fact that the Council has approved the plans and specifications for <br /> this project. We also believe the change is a significant dev atio.r from what has been :jone on <br /> past projects in Centerville. It is our understanding that the Council desires the standard road <br /> section for the Lakeland Hills project, including dram file and geotextile fabric on this entire <br /> length of street. <br /> We feel that the significant issue here is whether the City C ;ncil lS WIliing to negotlate with the <br /> developer or "hold the line" on the standard road section. The• developer maintains that the City <br /> ordinance only requires a 7 -tan road section, with no language indi.%dting drain tile or ge:otextile <br /> fabric is required. It is true that a road can be constructed to a 7 -tor strength design without the <br /> fabric and drain tile. However, it has always been our understanding that the City can request <br /> any street section that the City Council deems appropriate, regardless of the exact we ding of <br /> the City Ordinance. <br /> Should the City Council decide to allow the developer to delete pof ,ions of the geotexti:e fabric <br /> and drain tile from the project, we recommend the Council require a longAr guarantee porod on <br /> the road. The developer has offered to guarantee the road for 2 years.
