The refuse contract is erroneously ambiguous as <br /> it relates to the certification of past due accounts. Therefor, I respectfully request the <br /> cities approval to handle the past due collections in the same manner our company <br /> handles our subscription customers in the Twin City metropolitan area. <br /> As you know, each resident in your community is billed on a quarterly basis. The billing <br /> procedures will remain the same. After the billing is mailed, A cordial reminder letter is <br /> mailed to the resident indicating the past due amount. The letter has the service dollar <br /> amount, coupled with our phone number if there should be any questions. <br /> After the first reminder letter is sent, our office will send a second letter one month later <br /> requesting the past due amount be sent at once. If payment it not sent in by this time the <br /> customer will be temporarily suspended until the customer pays the bill current and /or <br /> calls our office to set up a payment plan for their bill. <br /> I have been working with this procedure for over three years and have found it to be <br /> remarkably effective. The majority of our customers never get past the first reminder <br /> letter of the collection process. I have found that most our customers, whether they live <br /> in a contract community or in one of our subscription cities refuse to pay a bill for one of <br /> two reasons. Either they did not receive a bill or the bill they received was incorrect. In <br /> either case, we are able to keep the line of communication open with the customers and <br /> resolve issues they may have. <br /> United Waste Systems of Minnesota, Inc., (UWSMN) does not have an administration <br /> fee added to the residents bill for the collection process. The amount that is collected is <br /> the amount originally billed to the customer. <br />
