concerned with two items. First, that all criminal incidents as defined by the Chief of Police and <br /> City Attorney, that occur on -site immediately be reported to the Circle Pines - Lexington Police <br /> Department, and will cooperate fully with any resulting criminal investigation and prosecution. <br /> Second, Waterworks management will undertake aggressive training of all employees in the <br /> following areas: <br /> a. Detecting and dealing with excessive consumption of alcohol on the licensed <br /> premises. Patrons and staff will be notified in no uncertain terms that no alcohol <br /> is to be served to obviously intoxicated persons. <br /> b. Security personnel will be provided with Use of Force Training in an effort to <br /> reduce use of force complaints lodged against security personnel. Such training is <br /> to be approved by the Chief of Police. <br /> Councilmember Buckbee noted she attended "youth night" at Waterworks and briefed the <br /> Council on her findings. Councilmember Buckbee added security was tight both in the bar and in <br /> the parking lot. Furthermore, she did not notice liquor served to minors, but noted she was able <br /> to remove her adult drinking wristband. Mayor Wilharber questioned if the City should require <br /> Waterworks staff have an off -duty Police Officer. Officer Jensen commented security cannot <br /> arrest citizens, but they can detain a person breaking the law until a Police Officers arrives. <br /> Councilmember Brenner questioned if Waterworks liquor license can be contingent upon <br /> outstanding bills being paid. Councilmember Brenner suggested staff investigate Waterworks <br /> outstanding balance. <br /> MOTION by Mayor Wilharber to authorize Staff to research outstanding debt incurred by <br /> Waterworks, including the following: <br /> Anoka County Centerville Elementary School <br /> Lorenz Bus Service Department of Natural Resources <br /> City Centerville Lions <br /> Police Department North Memorial Ambulance <br /> Motion seconded by Councilmember Brenner. Motion carried unanimously. <br /> The Council requested the information by the next Council meeting. <br /> Main Street Speed Concerns <br /> Officer Jensen reported his findings with the Main Street speed limit. Officer Jensen noted the <br /> west bound signs on Main Street are in accordance with MnDOT (Minnesota Department of <br /> Transportation) and cannot be removed from their location. Officer Jensen commented if the City <br /> entertains a DOT Main Street traffic study, the City risks an increase in the speed limit on Main <br /> Street. Officer Jensen noted Mr. Roger Buttler of the Anoka County Highway Department told <br /> him the thirty -mph speed sign in front of Tom Thumb was not lowered. Furthermore, the County <br /> will not authorize the sign a if the city placed a different speed sign at this location. Officer Jensen <br /> 6 <br />
