The Council's review will focus only on <br /> additional issues of concern. <br /> Local Plan Requirements <br /> �IST 7 Minnesota Rule Chapter 8410.0170, Subpart 2 states that local plans are to include any <br /> (Z,w -Fpl appropriate water resource management related agreements that have been entered into by <br /> the local community, including joint powers agreements related to water management. <br /> This draft plan does not mention any such agreements with Lino Lakes, the District, or <br /> private parties. The final plan should include any existing agreements, or make mention <br /> in the text that none exist. <br /> Sce1T,,,., Posed Shoreland Ordinance <br /> ,517. The plan states on page 18 that the Council "requires cities to adopt a shoreland <br /> ordinance prior to approval of a comprehensive plan update." The final plan needs to <br /> state that the Council does not require such an ordinance change, but it does require from <br /> local governments, a statement of cooperation that they will work with the Department of <br /> Natural Resources (DNR) to adopt the revised shoreland regulations consistent with the <br /> DNB's schedule of priorities. <br /> YS�o" 70 Capital Improvement Program <br /> + Ta{, /e 3 In The plan provides a proposed fee structure on page 24 for the city's stormwater utility, as <br /> �p pal x well as construction cost estimates for three proposed capital improvement projects on <br /> pages 21 through 24.
