MEMORANDUM <br /> TO: Honorable Mayor Tom Wilharber and City Council <br /> FROM: Ry -Chei Gaustad, City Clerk <br /> RE: Clearwater Meadows Foot Bridge <br /> INTRODUCTION: <br /> As you may recall, during the August 27, Council meeting Ms. Amy Mample addressed the <br /> Council and questioned the construction of a proposed foot bridge in Clearwater Meadows <br /> development. The Mample family plan to build a home at 7043 Brian Court and requested the <br /> construction of the foot bridge be complete prior to beginning their home construction. <br /> Ms. Mample said Mr. Rockne Goertz earlier stated the City received funds to construct a foot <br /> bridge over County Road Ditch 47, and that the construction of the bridge rests with the City. <br /> The Council requested Staff investigate the claims. <br /> INTERIM: <br /> The following major points emerged from my analysis of the corresponding minutes. <br /> The Planning and Zoning Commission discussed a foot bridge and referred the idea to the Park <br /> and Recreation Committee for consideration. After deliberation, the Park and Recreation <br /> Committee declined to endorse the foot bridge and elected to apply the funds to the creation of <br /> Laurie LaMotte Memorial Park. The foot bridge concept lacked substantial support. Thus, the <br /> Park and Recreation Committee did not forward a foot bridge concept to the Council. Reflecting <br /> the consensus of the Park and Recreation Committee, park fees were accepted in lieu of parks <br /> dedicated land or construction of a park. However, in addition to the fees, a trail casement was <br /> secured for future trailway /sidewalk consideration. <br /> CONCLUSION: <br /> On Thursday, August 28, I reiterated the above - mentioned findings to Ms. Mample and Ms. Trudi <br /> Breuninger of K -G Development. K -G Development fails to recognize that any park funds <br /> submitted to the city are not exclusive to a "foot bridge." In view of the presented concern, I <br /> referred Ms. Mample to Ms. Breuninger at K -G Development for clarification on the developers' <br /> position. I also suggested Ms. Mample contact me if additional concerns or questions arise. <br />
