i <br /> Mr. Jim March <br /> December 5, 1996 <br /> Page Two <br /> These two sections are sufficient to handle 400 to 1,000 Average Daily Traffic (ADT) <br /> counts for a 7 -ton road design, assuming soil factors of 75 for the better soils and 120 for <br /> the poorer soils. The method of calculation was taken from the Mn/DOT State Aid <br /> Manual. <br /> Drainage problems have occurred along the road alignment due to the flat grades and the <br /> lack of concrete curb and gutter along the road. The road may warrant an overlay in the <br /> next few years to protect the existing pavement against further wear and deterioration. The <br /> City may wish to consider adding concrete curb and gutter to the road along with the <br /> overlay to improve drainage. <br /> Another problem with the road is the relatively high water table in the area and the <br /> uplifting forces of frost action on cross culvert pipes. These problem areas could be further <br /> studied and corrected at the time an overlay of the road was authorized. <br /> We hope this information is valuable to the Council for making decisions about installing <br /> watermain along Peltier Lake Drive.
