City of Centerville October 23, 1996 Council Meeting <br /> proposed assessments: the total assessment being $1,644.91 for 10 years, at an interest <br /> rate of 8 %. The first year starting at $270.38 and the second year through tenth year <br /> $245.14. Nyberg explained other non- assessment costs, water availability charges and the <br /> individual property owner will be responsible for the connection between the property line <br /> and the individual building. <br /> Clearwater Meadows -Resolution 96 -35 ���`� Wh0.k t50lV��a pjt <br /> MOTION by Buckbee, seconded by Helmbrecht to approve resolution 96 -3 5. Motion <br /> carried unanimously. <br /> Willow Glen Update - Gerald Rehbein requested preliminary plat approval. Helmbrecht <br /> questioned the outlot A access. Rehbein commented it would be left as is. Rehbein said <br /> if a larger commercial business needed all 20 acres or a smaller business needs a smaller <br /> area, leaving it as is opens options. Nyberg commented on additional parking and <br /> suggested putting in a berm provision to buffer the potential surrounding properties. <br /> Nyberg suggested roads which were too long must have either a fire hydrant or turn <br /> around. Further, if the council approves the plat tonight Milo will meet with staff and the <br /> Engineers to determine what is required for wrap around roads, fire hydrants, cul -de -sac <br /> and other things. Nyberg suggested curbs and gutters for drainage. Wilharber asked Bill <br /> Henderson from Bright Key Developers, his opinion on curbs and gutters. Henderson said <br /> all the other developments have curbs and gutters. Buckbee suggested talking to Milo <br /> first, prior to preliminary plat approval. Helmbrecht asked if they approved the <br /> preliminary plat and we needed to move some townhomes to accommodate the fire code <br /> could they. Nyberg said we could approve the preliminary plat with the contingency upon <br /> fire code. March said Gerald Rehbein would not be applying for T.I.F. on this project. <br /> Rehbein agreed. <br /> oazo J010 MOTION by Buckbee, seconded by Helm recht to approve the preliminary plat with the <br /> contingency of the Fire Chiefs approval acid any spurs over 150 feet. Further discussion. <br /> Powers - Rasmussen would like 6 units instead of 8. Wilharber yes, Brenner yes, Power$ - <br /> Rasmussen nay. Nyberg stated there will be curb and gutter on all the roads.t,�jY� <br /> Floodplain Revision for Gerald Rehbein - Nyberg commented the letter from Greg <br /> Hellings indicated no conflict of interest, Nyberg said MSA would be working with Gerald <br /> Rehbein. <br /> NEW BUSINESS: <br /> Letter from Randy J. Mancuso of 7227 Clear Ridge - Wilharber explained Mancuso's <br /> letter requested reimbursement for the rip rap on the creek bank. March stated in an <br /> article from RCWD it indicated there are levels of severity and priority. Brenner saw the <br /> property in question, the erosion is occurring near their home and she would like to see <br /> 3 <br />
