INTRODUCTION <br /> The Minnesota Legislature enacted the Metropolitan Livable Communities Act <br /> (Minnesota Statutes 473.25) in 1995, The purpose of the Metropolitan Livable <br /> Communities Act (LCA) is to enhance economic vitality and job growth in the region, <br /> while expanding housing options and housing affordability. The Act establishes funding <br /> opportunities for life -cycle housing and affordable housing; models for creative transit- <br /> oriented development and redevelopment alternatives; and cleanup of polluted sites for <br /> economic development. <br /> The Act required communities which wanted to be eligible for first round funding <br /> opportunities to adopt a resolution of intent by November 15, 1995, The Metropolitan <br /> Council established benchmark ranges and housing goals for participating communities in <br /> six housing categories: <br /> • Affordable owner occupied housing units <br /> • Affordable rental housing units <br /> • Non - single family detached housing alternatives <br /> • Balance of owner / renter housing choices <br /> • Density of single family housing units <br /> • Density of multiple family housing units <br /> Participating communities are required to submit Housing Action Plans, outlining housing <br /> goals and strategies, to the Metropolitan_ Council by June 30, 1996. Housing Action Plans <br /> are intended to be periodically monitored and amended to address program opportunities, <br /> local goals and program performance or progress. The Metropolitan Council is required <br /> to make annual reports to the Legislature on LCA participation and performance. <br /> II. EXISTING HOUSEHOLD AND POPULATION CHARACTERISTICS <br /> The City of Centerville was incorporated in 1857. It is located in southeastern Anoka <br /> County and served as a trade center in the early development period of the State. <br /> Approximately 14 percent of the estimated I994 housing units were constructed prior to <br /> 1960.
