City Council Meeting Minutes of June 5, 1996 <br /> never to work with MSA Engineers after dealing with them in a <br /> different city. Mr. Quigley spoke to Mr. March and Mr. Nyberg and <br /> have apparently come to understanding regarding this past issue. <br /> Note: Powers - Rasmussen returned 6:45 p.m. <br /> Mr. Nyberg stated that the project would be funded through a cash <br /> escrow account. He also mentioned that a feasibility study would <br /> not be required since the project would not be assessed. <br /> Mayor Wilharber reported that P &Z through it back to P &R and City <br /> Council for further comments. Mr. Palzer is to review the plans <br /> and discuss with the Fire Chief, Milo Bennett. <br /> Ms. Breuninger mentioned the trailway from Clearwater Meadows does <br /> not match up to the proposed park area in Eagle Pass. And that <br /> there is some question as to the closeness of the twin homes and <br /> required lot sizes for PUDs. <br /> Mr. March questioned the use of the property behind City <br /> Hall. Mayor Wilharber stated it has been discussed for a water <br /> tower and a maintanence building. <br /> Ms. Buckbee stated the Park Comp Plan was approved by Council and <br /> that P &R's recommendation should be followed. <br /> Mr. Fogerty stated that some of the proposed park dedication is <br /> wetland and would be useless as a park. Mr. Fogerty questioned <br /> whether the trailways would be used for trail dedication is they <br /> are running through the area of the associations. Ms. Buckbee <br /> stated her recolection was that the trailways would be owned and <br /> maintained by the association so they would not qualify as trail <br /> dedications. Although she noted that residents would not be asked <br /> to leave. <br /> Ms. Helmbrecht stated that the park area in the comp plan was <br /> originally proposed to be a park for the children on Center Street. <br /> The council expressed some concern for having a park along the <br /> creekand having a. foot bridge across it. Mr. Fogerty.stated there <br /> are a lot of parks in the metro area that have open water near or <br /> on them and we can look into there "operations ". <br /> With there being a bridge, Mayor Wilharber brought up the parking <br /> issue at city hall with this scenario: It being a nice day, there <br /> is a family reunion and people are parking in the city hall parking <br /> lot and there is a fire. With fire fighters trying to get in the <br /> f parking lot and park to respond to an emergancy. <br /> cc6 -5mm 3 <br />
