CITY OF CENTERVILLE <br /> CITY COUNCIL <br /> APRIL 30, 1996 <br /> Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br /> workshop on April 30, 1996 at the City Hall. Acting Mayor Helmbrecht called the <br /> workshop to order at 6:05 p.m. <br /> PRESENT: Helmbrecht ABSENT: Wilharber <br /> Brenner Buckbee <br /> Powers - Rasmussen <br /> ALSO PRESENT: Carolyn Drude <br /> Dave Nyberg <br /> Greg Hellings <br /> School Water Project <br /> The council briefly discussed the optional assessment roll by frontage. They concluded <br /> that the benefit to the property is equal no matter how much frontage the property has. <br /> Heritage Street needs to be reconstructed and will be included in the 1996 street <br /> improvements. Mary Jo requested that a watermain be put in the street at that time. <br /> Dave Nyberg stated that the school is not prepared to go any higher for an assessment but <br /> is willing to negotiate payments. And although TIF money can be used for street <br /> reconstruction, Carolyn cautioned them about other upcoming projects that may require <br /> this also. <br /> Mary Jo and Theresa questioned the status of appraisals for 3 properties to justify the <br /> assessment amount. Trudi Breuninger stated that appraisals were not authorized to be <br /> done. Greg Hellings stated that the city would want a honest appraisal done for any <br /> contested parcels, they will be needed for the negotiation process anyway. <br /> Greg stated that if someone objects to the assessment they must have written statement to <br /> the city clerk on or before the public hearing. To perfect an assessment they have 30 days <br /> from the public hearing to do that in the district court. At that point it will then be <br /> negotiated with the city. <br /> Those present discussed the financing and/or bonding of the project and whether it would <br /> work to bond with the Clearwater Meadows project. Carolyn stated that if the city uses it <br /> own funds for the project a "reimbursement resolution" would need to be passed to <br /> restore those funds. <br /> CC4 -30WK. WPS 1 <br />
