TO: CSAH 14 COMMITTEE FROM: ROD HENSLIN 651 653 -3513 RE: Amendment To MN Design Team Proposal for Centerville Revitalization • Remove traffic split of Centerville into North and South residential areas- CSAH 14. • Create traffic bypass north and east of Centerville village center and urban section. • Redefine CSAH 14 as parkway (no truck traffic) within Rice Creek Chain of Lakes Regional Park Reserve. • Review drawing — steps for traffic flow resolve SCHEME IA — three steps for consideration. • Redefine Centerville "Old Town" shopping historic core depress Goiffon Road from Westview to Heritage to permit walking bridge overpass at Plain Street westward from Centerville Road (Hwy 21) and convert it to a walking mall area to Centerville Lake east park edge area. See SCHEME 1B and SCHEME IC. • Goiffon Road reidentified as CSAH 14 extension to Heritage Street intersection then eastward to Clearwater Road (New Connection to CSAH 14) extension as perimeter of Historic Old Town and St. Genevieve Church Core Area. • Vacate Sorel for Sunday church parking area from Goiffon to Centerville Road. Church could develop grade entrance at basement floor, new restroom facilities, new nave, narthex with elevator service to both upper and lower church floors. • By classifying CSAH 14 as a Parkway, rerouting trucks, and main commerce traffic extending to 170` Street North or Centerville perimeter we can reidentify Centerville as a Village, isolated from the division cleavage of a highway and the safety of pedestrian access to school from residential areas is preserved. • Traffic electric semaphore lighting at 20` Avenue /CSAH 14 intersection and at Heritage and Centerville Road intersection would allow control of speed levels that could be limited to 30 mph or less for school location access.
