t' Res. #11 -019 A RESOLUTION DIRECTING A REDUCTION IN FULL -TE%IE STAFF WHEREAS, the City's General Fund budget has been increasing during recent years at a rate of which is roughly the same rate as growth in new tax base, and WHEREAS, staffing was increased during that same period, and WHEREAS, the tax base of the city is no longer growing significantly, and WHEREAS, revenue from sources other than taxes has decreased significantly in recent years, and WHEREAS, the rate of taxation for properties in Centerville is higher than similar properties in neighboring communities, and WHEREAS, the City's rate of taxation may be a disincentive to new building activity, and WHEREAS, the City anticipates that the cost of a program to maintain its streets will require additional spending, and WHEREAS, the City Council has determined that the street maintenance is a very high priority in order to protect the substantial investment that has already been made in streets, and WHEREAS, in order to fund the street maintenance program, further cuts on other budget expenditures will be needed, and WHEREAS, the City has completed an analysis of current staffing levels (a copy of which is attached hereto made a part of this resolution) and noticeable, two positions may be reduced, and WHEREAS, the City Council noted that some of the City's services may have to be reduced as a result of staff reductions. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF CENTERVILLE, NIINNESOTA: 1. That the Council hereby directs that the Administrator implement a reduction in staffing levels by two full -time positions in accordance with the staffing analysis.
