September 23, 2011 <br /> LETTER OF UNDERSTANDING <br /> Re: Potential Improvements to Shared Street <br /> BACKGROUND: Metro Transit has proposed to construct a 300 -car park -n -ride facility <br /> in Lino Lakes, along the east side of 21 Avenue, approximately 1000 feet north of Main <br /> Street. Metro Transit has allocated funding to the facility and proposing to make a <br /> purchase offer on the property, subject to the city of Lino Lakes issuing necessary <br /> permits, and subject to the City of Lino Lakes and/or the City of Centerville constructing <br /> the necessary improvements to 21S Avenue to provide access to the site. Metro Transit is <br /> obligated to use the funding allocated to the project by the end of 2012. If this location <br /> turns out to be unfeasible, they will need to direct their efforts to another location. <br /> The affected landowners are willing to pay for the preliminary engineering to identify the <br /> scope of improvements and the estimated costs to construct 21 Avenue. This <br /> engineering study will determine what improvements are needed and which properties <br /> would be affected. It is anticipated that the cost of improvements would be specially <br /> assessed to the benefitted landowners. If the project appears feasible after the preliminary <br /> engineering, a joint powers agreement will be needed to allocate responsibilities for <br /> designing and constructing the improvements as well as the future maintenance of the <br /> street. <br /> ACTION: The cities of Lino Lakes and Centerville recognize the urgency of Metro <br /> Transit to make a final determination on the park -n -ride location. The City Council of <br /> Lino Lakes and the City Council of Centerville, in giving approval to this Letter of <br /> Understanding, are authorizing and directing staff to initiate the preliminary engineering <br /> for the project upon the landowners placing funds for the preliminary engineering, in <br /> escrow. Lino Lakes shall take the lead and will engage the necessary engineering services <br /> to complete the study.
