<br />Mr. Hanson commented that this area is not really conducive to commercial development <br />and, due to the traffic patterns within the City, Main Street would be what he sees as <br />increasing in commercial development. <br /> <br />Mr. Murray Wilke, 1809 Center Street, indicated that it is his understanding that TIP is to <br />be used as an incentive to promote commercial development not for residential. He then <br />said that there is a housing boom in town so there does not seem to be a need to assist <br />with residential development and he does not think: it is fair to give public incentive for <br />residential development. <br /> <br />Mr. Wilke indicated he read through the minutes and saw an argument saying that <br />residential provides as much tax benefit as commercial but he questions the social cost of <br />having residential such as the burden on schools, police and fire. He then said that <br />commercial provides a benefit through services to the community as well as the <br />opportunity for jobs. <br /> <br />Mr. Wilke indicated he did not have an issue with rezoning the property or doing the TIP <br />but he does not feel that the TIP should be given with a residential rezoning because it <br />gives an unfair advantage to the developer. <br /> <br />Mayor Sweeney clarified that the reason for the TIP is not to make a residential TIP <br />district. The reason for TIP is because there are soil corrections that need to be made as <br />well as several substandard buildings that need to be demolished so the extra costs price <br />the development out of the market. He further commented that the reason for the TIP <br />was for redevelopment and there is the possibility of extending the district to part of the . <br />industrial park to bring in commercial. Other things that were discussed were taking <br />additional mixed use and rezoning to commercial along Main Street. He then said that he <br />feels that the traffic to support commercial is along Main Street and north. <br /> <br />Mayor Sweeney commented that with the developments coming to Columbq.s Township <br />that is going to pull traffic to the north and away from the south. He then said that <br />Centerville does not impact the school district in the way that Lino does and he has had <br />discussions with the police that these types of townhomes typically do not generate any <br />additional burden and they would actually prefer this type of development to another <br />club. <br /> <br />Council Member Capra indicated she disagreed. She then said that she supports Mr. <br />Wilke and asked why this was posted as a public hearing for the residential townhomes. <br /> <br />Ms. Moore-Sykes indicated that this was noticed as a public information meeting. <br /> <br />Council Member Capra indicated that Council does not have the votes to change the <br />Comprehensive Plan and asked why this is moving forward. <br /> <br />Page 90f19 <br />
