<br />Council Member Capra indicated she is opposed to this project because she does not want <br />to give TIF for any portion of residential even if there is commercial involved. She said <br />she is not opposed to a district if it is completely commercial. She then said that she <br />disagreed with the fact that if you build it they will come because the townhomes on 20th <br />were rezoned for res~dential and development never came. She further commented that <br />her concern with public service costs is more the per capita for police and fire and there <br />are more public service costs with increased residential. <br /> <br />Council Member Capra indicated that she would not be changing her mind and asked <br />whether Council Member Paar had reconsidered his position on the matter. <br /> <br />Council Member Paar indicated he was not sure why this is on the agenda and he did not <br />know anything about the public input meeting. He then said he received five phone calls, <br />10 emails and two letters saying that they supported his decision and that they were glad <br />to see he stuck to what he said he would do. He further commented that he has no <br />information on the actual costs for the soil corrections and removal of the buildings so he <br />is not sure that those costs spread over a $25,000,000 project amount to enough to <br />warrant TIP financing. <br /> <br />Council Member Capra indicated she had seen an amount of $1,500,000 for soil <br />corrections but she spoke to two people in the excavating business who felt the estimate <br />was high. <br /> <br />Mayor Sweeney indicated that the developer would need to purchase the land with the <br />buildings and then pay to demolish them so there are substantially more costs involved <br />than if the developer were to purchase open land. <br /> <br />Council Member Broussard Vickers indicated that only very few people have been heard <br />from and the majority either do not care or feel it is not important enough to make their <br />opinion known. She then said that she would like to hear from a lot more people before <br />she makes the final decision. <br /> <br />Mr. Hanson indicated that most people do not care until something impacts them directly <br />by being built "in their backyard". He then said that the residents that this most affects <br />are those that live adjacent to it and those residents have said they are in favor of the <br />townhomes. He then asked that Council keep an open mind and take the thoughts and <br />suggestions under consideration and look at the whole picture of how this could benefit <br />the City not just now, but in future years. <br /> <br />Mr. Keheler indicated that this is a fairly complex development and, if done correctly, <br />can be a win win situation for th~ developer and the City. He then said that this <br />development would foster development within other parts of the City and a portion of the <br />TIP funds captured go back to the City to be used to improve infrastructure items such as <br />trails and the water tower. <br /> <br />Page 11 of 19 <br />
