<br />City Attorney Hoeft indicated that he would provide the changes brought up by Mr. <br />Carlson to the City Clerk for incorporation into the document and the document would be <br />provided in packets for the next meeting. <br /> <br />Council Member Capra asked who makes up the review committee concerning the <br />covenants. Mr. Carlson indicated that it was him and one other person from his office. <br /> <br />Council Member Capra commented that temporary structures are not allowed and asked <br />whether that would preclude kids from pitching a tent in the backyard. <br /> <br />Mr. Carlson indicated that the covenants are not designed to govern the children tenting <br />in the yard, it is designed to keep unsightly temporary structures out. <br /> <br />Council Member Broussard Vickers asked whether Mr. Palzer had any issues with the <br />model home permits. Mr. Palzer indicated he did not. <br /> <br />Motion was made bv Council Member Broussard Vickers and seconded bv Council <br />Member Capra to table this matter to the next Council Meetinl!. All in favor. <br />Motion carried unanimouslv. <br /> <br />2. Ordinance #77 Clean up of Clandestine Drug Lab Sites <br /> <br />City Attorney Hoeft reviewed his proposed changes to Ordinance #77 and said he would <br />discuss the changes with the City Clerk before a final document is provided to Council. <br /> <br />Council Member Capra asked if the Building Official would need specific training for <br />this. <br /> <br />City Attorney Hoeft indicated the City's ordinance anticipates that the City would have a <br />lead person that this would go through but this ordinance uses the Building Official. <br /> <br />Ms. Moore-Sykes indicated that the City participates in the Anoka County Hazmat team <br />so the Building Official would be working with the Hazmat team. <br /> <br />Council Member Broussard Vickers suggested adding Building Official or designee to <br />the language. <br /> <br />1" <br /> <br />3. Water Tower Feasibility Rq>ort <br /> <br />Council Member Lee expressed concern that the report indicates that the minimum lot <br />size for constructing a water tower is 250 x 250 and this site is 150 x 300. He then said it <br />would have been nice to know the size requirement prior to spending the money on the <br />soil testing if that is an issue. <br /> <br />Page 8 of 11 <br />
