He then commented that one option is for the Association to have a contractor put <br />in drain tile but the expert consulted does not think it can be accomplished. <br /> <br />11 <br /> <br />Mr. Halstrom indicated that he takes exception to the snow plowing of Voyageur Court <br />because previous members addressed this issue with the City asking that the City plow it. <br />He then said that the City ha,s agreed to do Ojibway and Portage Way. He further <br />commented that he is pleased with the positive response on Voyageur Court with regard <br />to the sodding and other areas especially where Eagle Trail and Brian Drive are. <br /> <br />Mr. Halstrom indicated he received an email from the management company indicating <br />there is an area across the street that needs to be finished by them. He then said that a <br />() ~ ~ ~common interest development community should be scrutinized and the City should be <br />\1'I"'_~rY 1m top of what is going on to protect resident interests. <br /> <br />7 Mr. Halstrom thanked Staff for the comments but said, on its face, he has issues with the <br />response and will go to the board to discuss it. _ jJo re~pc.'?X.,~ zaer ~ ~ ~/i2.. <br /> <br />Council Member Capra explained that just because Mr. Halstrom had not heard from <br />individual Council Members does not mean that they are not paying attention to the issue <br />or reading the information received on it. She then said she had gone through all the <br />information but Council must make decisions as a body not as one member. <br /> <br />Council Member Capra indicated that she was out to the site in January with Staff and the <br />City's Engineer to discuss the drainage issue. There may have been no response to <br />residents but Staff and Council was looking into the matter as requested. <br /> <br />Mr. Halstrom apologized for lumping all Council together as nonresponsive and said that <br />Council Member Capra has been very responsive. He then said his point is that if he <br />takes the time to write letters and emails he feels receipt should be acknowledged by <br />Staff. <br /> <br />Mr. Halstrom indicated that they started with Mr. Palzer but went to other Staff and <br />Council because he was non-responsive. He then said he thinks it is rude and bad <br />government not to acknowledge a communication from a resident and homeowner never <br />mind the president of 130 voting members of the community. <br /> <br />Couneil Member Paar asked why nothing is-getting done and what the City could do to <br />force them to finish the required work because residents have been waiting a long time <br />and it is time to finish the work. He then said he met with Mr. Gulner and it is not his <br />cinder blocks it is a drainage problem caused by Swift and they are doing nothing about <br />it. <br /> <br />Mr. Halstrom indicated that Swift does nothing for the Association until they get a letter <br />from an Association lawyer. <br /> <br />Page 5 of24 <br />
