I <br />have some interest and experience in this area. here is some brief information about me. <br /> <br />Don Anderson <br />7313 Deer Pass Drive <br />Centerville MN 55038 <br />651-762-1887 <br />QlT1Il!~@J:n.sn,~orn <br /> <br />I have lived in the Centennial area for 19 years, 17 in Lexington and Centerville since Oct <br />2001. I have been active in local community issues and currently host our crime watch block club <br />with my wife. I am a machinist of almost 20 years at Wilson Tool in Hugo. I have filled positions <br />of leadership in the Community, Church and Scouts. <br /> <br />In regards to the Police Commission even the City web site is incorrect stating that the City <br />contracts Police service when in fact they are a co-owner of that department. I understand the <br />importance of communication to the Council and residents concerning the Public Safety function <br />of Government and its high costs. As a Commissioner to the City of Lexington I met monthly to <br />give a update regarding any Police Dept. business. Also I stood for any questions from the <br />Councilor citizens. This personal report by this Commissioner was no longer asked for when the <br />bylaws of the Commission were changed to allow a current Counci/member to also be a <br />Commissioner. This was suppose to increase communication to the Councils but infact added no <br />real additional oversight but more politics and contention between the member Cities. The <br />Important Issues at the establishment of this Commission were that Police services could be <br />better for the communities by shared services than for each City to have a small dept. <br />themselves. The Commissions role was to provide the framework and oversight in the operation <br />of the Dept. This provided uniform management with equal access by Councils and City <br />Managers. A true joint powers effort that other cities have copied. The joint Powers agreement <br />with this Dept. dates to 1975. The councils do not lose control of the dept. because they have <br />authority to levy taxes while the Police Commission does not. The Budget is recommended by the <br />Commission but established by the member City Councils. Some of the areas of involvement I <br />participated in while a Commissioner are; budgeting, hiring, policy, contact negotiations, tri-city <br />task force/ facilities, I also represented Centervifle, Circle Pines and Lexington at the Anoka <br />County Joint Law Enforcement Council and was active in issues of the Computer Records Project <br />and the 800hz Communication project. <br /> <br />Community service tlmeline includes the following; <br />Fair Share 55014 first chairperson .. <br />B.S.A. 1984 to present <br />Lexington Building Committee 1992-1993 <br />Lexington P&Z 1992-1993 <br />precinct chair local political party <br /> <br />6/3/2003 <br />
