St. <br />Centerville, MN 55038 <br /> <br />Dear Kim, <br /> <br />Since 1987 MSAC has asked the communities of Anoka County to budget a contribution to <br />continue free or low cost mediation and conflict resolution services to their community. I am <br />again asking that you include a contribution in your FY04 budget of .1 0 cents per capita or <br />$320.00. <br /> <br />Weare all dealing with the financial realities ofFY04 at this time. I wanted to bring you up to date <br />on our financial situation also. 100% of state funding for victim-offender mediation services - previously <br />administered by the Supreme Court - has been eliminated. In addition, 100% of state funding for <br />restorative justice work has been eliminated. Our United Way funding has been reduced as a result of <br />decreased giving and foundations that support us have not faired well in the markets and have passed this <br />along to us too. Finally, I anticipate further cuts as state cuts ripple through municipal and county <br />budgets. All said I hope you will consider continuing your funding 'of our programs at some level. <br /> <br />More than ever. your community needs the volunteer resources of the connnunity mediation programs. <br />Your residents need the skills and tools to manage conflict respectfully and peacefully. In a culture that <br />sees a direct line between dispute and police or city resources (or worse yet, between dispute and <br />violence) we need to continue to hold up alternatives. As your local resources become strained, <br />Mediation Services can continue to provide services that relieve your strain and supplement your reduced <br />resources. <br /> <br />Thank you in advance for giving your thoughtful consideration to this budget request. In addition, please <br />consider my invitation to provide input into your budgeting process or present infonnation to your city <br />council, town board or staff about our programs and services. . The funding provided by local government <br />has been an extraordinary support. We greatly appreciate your role in our efforts and hope you will <br />budget our request for FY04.
