Staff reviewed the
Ordinance and revised it to allow for the issuance of special events permits and to adopt a
noise level table whereby maximum allowable decibels were listed for zoning districts,
times of day and length of time for noise at a particular noise level. Attached are also
copies of noise ordinances from Circle Pines, Lexington, Minneapolis and a model
ordinance from the League of Minnesota Cities. The proposed revisions to Ordinance
#49 are based on these documents and are printed in blue.

Planning and Zoning held a public hearing on June 3, 2003 and the Commission
suggested additional revisions to the Ordinance. There were also a few people in the
audience who wanted to voice their comments about the proposed revisions as well as to
add their own. These people were also there to voice their complaints about the level of
noise in their neighborhood, which is in the downtown area of Centerville.

The suggestions from the Planning and the Zoning Commission that had consensus are in
green print.
