This update is required as a result of the Rice Creek <br /> Watershed District's (RCWD) recent update to their SWMP. The City's update must be approved by the <br /> RCWD no later than June 9, 2012. <br /> At the December 28, 2011 City Council meeting, the Council reviewed our proposal, but ultimately directed <br /> staff to seek additional proposals from qualified engineering firms. In early January, these requests for <br /> proposals (RFP) were sent out. This letter and the attached proposal should be considered our formal <br /> response to that RFP. <br /> After reviewing the RFP, we have concluded that the scope presented in our original proposal, at a minimum, <br /> meets the requirements outlined in your RFP and, furthermore, represents our recommended course of <br /> action and appropriate level of effort to complete the update. Therefore, we do not wish to modify our <br /> proposal and have attached it, in its original form, to this letter. <br /> We do, however, wish to respond to your RFP with some additional information on our qualifications, which <br /> were not included in our original proposal. The staff, here at Stantec, who would be completing your update, <br /> are highly qualified for this type of work. They have an important working knowledge of your city and its <br /> history as it relates to wetlands, drainage, and related issues. Below are brief resumes for the key staff <br /> members proposed for this work: <br /> Randy Neprash, PE — Randy was the author of the City's 2004 SWMP and, therefore, has an intimate <br /> knowledge of the history of Centerville's surface water issues. Randy is a widely respected professional in <br /> the industry, with strong relationships in state and federal agencies involved in surface water regulation. He <br /> leads the Minnesota Cities Stormwater Coalition which represents the interests of local municipalities when it <br /> comes to negotiating new regulations with various agencies and the legislature. Randy would be the <br /> primary author of this update and has authored dozens of similar updates in his long career. <br /> 1 5 <br />
