WSB
d As- Engineering • Planning ■ Environmental ■ Construction 701 Xenia Avenue South
Suite 300
Minneapolis, MN 55416
Tel: 763 - 541 -4800
Fax: 763- 541 -1700
February 1, 2012
Mr. Dallas Larson
Administrator
City of Centerville
1880 Main Street
Centerville, MN 55038
RE: Proposal to Provide Professional Engineering Services to update the City of
Centerville Surface Water Management Plan
Dear Mr. Larson:
The City of Centerville's Surface Water Management Plan will be an important tool in managing
stormwater and water resources throughout the City. For the next ten years, the Plan will help the City
comply with regulations and protect its many water resources.
WSB & Associates is pleased to submit this proposal to provide professional engineering services to
update the City of Centerville Surface Water Management Plan. We are excited about the opportunity
to provide the City with a customized plan that is straightforward and easy to implement.
We believe that WSB is the right firm to update the City's Surface Water Management Plan for the
following reasons:
• Building Strong Relationships - WSB understands the importance of relationships between the
City and neighboring communities, the Rice Creek Watershed District, and other agencies. Our
proposed framework will build on the strengths of the City of Centerville, neighboring
communities, the Rice Creek Watershed District, and other agencies to achieve the goals of the
City.
• Unparalleled Surface Water Management Expertise and Experience - Staff members at
WSB have completed surface water management plans and watershed management plans for
public entities similar to the City of Centerville for over 28 years, and many members of our
team have worked together for more than 13 years completing many of these plans. This
allows the WSB team to understand the City's needs, anticipate issues within the City, move
ahead productively, and update the plan in an efficient, cost effective manner.
• Integration of Overlapping Regulatory Requirements into the Plan - WSB's staff has
extensive knowledge of regulations that impact cities and watershed organizations, and knows
what is necessary in order to develop an effective surface water management plan. The plan
needs to be consistent with US EPA Clean Water Act as it relates to impaired waters,
outstanding value resource waters, TMDLs, and anticipated future nondegradation standards.
We will integrate all these requirements into one concise plan.
• Commitment to Communication - Our project team is committed to listening to your concerns
and working with you to develop solutions to meet your needs.
• Provide a Clear, Easy to Implement and Understand Plan - Our staff has been developing,
constantly refining, and updating the format of our plans over the past 28 years to make them
clear, concise, and easy to implement.
•
Minneapolis • St. Cloud
Equal Opportunity Employer
20
