RCWD <br /> Rice Creek Watershed District 2012 <br /> s • Urban Stormwater Remediation Cost -Share Program <br /> • . Program Guidelines <br /> 1. APPLICATION <br /> The application form for RCWD's Urban Stormwater Remediation Cost -Share Program can be downloaded from the <br /> District's website at http : / /www.ricecreek.org /grants. A complete application, including a preliminary conceptual design, <br /> must be submitted for District review to ensure consistency of the project with RCWD water quality goals and objectives. <br /> All sections (1 through X111) on the application form are required. <br /> 2. TIMETABLE & PRIORITIZATION <br /> Applications must be received by March 14, 2012. If available funds will not accommodate cost - sharing for all acceptable <br /> applications, projects will be prioritized based on priority of the waterbody and effectiveness of the project in reducing <br /> pollutant loads. Unfunded applications may be resubmitted for consideration in a future funding year. The goal of the <br /> District will be to notify applicants of Board action by May 16, 2012. If available funds exceed the cost -share obligations of <br /> approved requests received by the application deadline, the District reserves the right to consider applications received <br /> after the deadline on a first -come, first -served basis. Submittal of an application for funding, regardless of availability, does <br /> not in any way guarantee acceptance into the program. <br /> 3. FUNDING AVAILABILITY <br /> For 2012, the District anticipates making approximately $185,000 available to fund the implementation of projects <br /> approved through this program. For approved projects, the District may fund up to 50% of eligible project costs, not to <br /> exceed $50,000 per project. The District reserves the right to offer cost -share funding to a selected project for less than the <br /> requested amount and /or offer cost -share funding for a specific portion(s) of a selected project. <br /> 4. COST -SHARE AGREEMENT & SCHEDULE <br /> Upon formal acceptance into the program by the RCWD Board, a written cost -share agreement will be provided to the cost - <br /> share recipient and must be executed and returned to the District no later than July 31, 2012. If an executed agreement is <br /> not received by the District before this date, encumbered funds will become unencumbered and available for reallocation. <br /> Projects must be completed within two years of the execution of the cost -share agreement by the recipient and the RCWD. <br /> 5. DESIGN & MAINTENANCE PLAN <br /> After acceptance into the program and before execution of the cost -share agreement, final design specifications and <br /> calculations and an operation and maintenance plan must be submitted for District review and approval. Project <br /> maintenance is the sole responsibility of the applicant. RCWD will not accept any maintenance responsibility. <br /> 6. BIDS & PERMITS <br /> Successful applicants must provide the District with information on bid tabulation, the applicant's notice to the contractor <br /> to proceed, and certification by the applicant that all necessary permits and approvals have been obtained. Acquisition of <br /> required permits and approvals will be the sole responsibility of the applicant. <br /> 7. PROJECT PAYMENT <br /> 50% of District cost -share funding can be disbursed upon RCWD approval of final project design and maintenance plans. <br /> Final payment will only be made upon project completion. Applicants must provide paid invoices and documentation that <br /> the project was completed according to the approved design standards, specifications and pollution reduction values. <br /> 8. CONFORMANCE TO GUIDELINES <br /> The District reserves the right to withdraw funding for any project not completed in accordance with these guidelines. <br /> 9. SUBMITTED INFORMATION <br /> Any submitted information, including applications, conceptual designs, cost estimates, bid tabulations, final designs and <br /> specifications, copies of permits and proof of expenditures becomes part of the public record. <br /> Page 1 of 1 <br /> 56 <br />
