<br />There are a growing number of legislative challenges to local authority over video
<br />franchising. As telephone companies try to enter the video market, they continue
<br />to attempt to sidestep local franchising obligations, by lobbying for changes in
<br />regulations at the state and federal level.
<br />
<br />The Commission is keeping close tabs on events as they unfold and has issued
<br />several resolutions encouraging Minnesota legislators to carefully consider the
<br />impact such changes would have on local government, community television,
<br />and cable subscribers.

<br />
<br />The North Metro suburbs, overall, continued to experience cable subscriber
<br />growth, in 2005. Two of our communities with limited ability for growth had a loss
<br />of subscriber levels, but the majority of communities saw steady growth. This
<br />can probably be attributed to customers' preference for bundled
<br />telecommunications services, and the continued high level of new housing
<br />development in our area.

<br />According to subscriber numbers reported in December of 2004 and December
<br />of 2005 levels changed by the following percentages:
