<br />city of Centerville <br />Council Meeting Minutes <br />February 8, 2006 <br /> <br />Staff suggested a work session to further discuss this matter before the next regular <br />meeting. <br /> <br />Council set a work session for February 15,2006 at 6:00 p.m. <br /> <br />2. Legal Prosecution Services <br /> <br />Mayor Capra indicated that there was a recommendation to the Police Commission to ask <br />whether the cities would consider one prosecuting attorney for the Police Department to <br />streamline costs. She then said that all cities agreed it was a good idea but there was a lot <br />of discussion on which ftrm to utilize and the Police Commission has recommended <br />utilizing the new firm. <br /> <br />Mayor Capra asked for approval from the City to solicit Requests for Proposal from the <br />merged firm of Glacier and Bernstein for prosecution services. <br /> <br />Mayor Capra indicated that this affects Barna Guzy and the amounts charged for services <br />and she would like a proposal from them for just this portion. <br /> <br />City Attorney Hoeft indicated that he has no intention of raising his hourly rate if the <br />prosecution is removed. He then said that he started with Centerville eight years ago and <br />they were taken off of Circle Pines Lexington so that he did not have to make <br />appearances on their calendar to save money on appearances since the Centerville portion <br />was smaller. <br /> <br />City Attorney Hoeft indicated that it made it easier to have the police department have <br />certain dates for police department rather than by City. He then said that he knew he <br />could not compete with those firms for those cities so now he is going to court more often <br />for Centerville and that is probably going to cost the City more than the way it was being <br />done. <br /> <br />City Attorney Hoeft explained that he had asked the court staff to consolidate Centerville <br />cases and that has resulted in 3.5 days that he did not have to go because of lumping the <br />cases together. He then said that he reviewed it and in 2005 he averaged 24 hours per <br />month of court time for Centerville and for the ftrst two months of 2006 he has only <br />averaged 16. <br /> <br />Mayor Capra thanked the City Attorney for the efforts to streamline cases for cost <br />savings for the City. <br /> <br />City Attorney Hoeft indicated that their office is extremely efficient doing its prosecution <br />due to the software that they have and the volume of cases they handle. <br /> <br />Page 8 of 11 <br /> <br />i <br />
