Title: Purchase of Trailside Park Water Front <br /> Purpose: Provided as background material for the March Parks and Recreation <br /> Committee member. <br /> Provided by: Pat Branch, Committee Chair <br /> Background: Source E -mail note from Dallas Larson <br /> "Attached is the appraisal I had done for the St. Paul Regional Water Services <br /> land below trailside park. You may recall that we have an agreement from SPRWS to <br /> allow us to use it for three years 2011 -2013. I think it is their intention that the <br /> agreement would not be renewed after 2013, but that they will expect the city to buy the <br /> parcel, if that use is to continue. An alternative might be to see if they will lease it to the <br /> city, but l have not had that conversation with them. No doubt, that would have a cost <br /> associated with it. <br /> I had suggested to them a token payment of $1000 to buy the property, but that <br /> was rejected. They told me that they would sell it for Tess than their standard lakeshore <br /> frontage prices, but that it would need to be based on market value. That is when I <br /> ordered the appraisal, so we would have something to base our further discussion on. <br /> The city may not need to own the property, except if the Bald Eagle Water Ski <br /> Show is to continue. In fact, there were some large trees on the property that SPRWS <br /> had to pay to remove last year that the city would have been responsible for if we <br /> owned it. Some additional trees remain. <br /> This information is to give Park & Rec something to think about. I have not yet <br /> shared this with the entire Council." Dallas Larson <br /> Assumptions: <br /> 1. The value of this land is $8,900 ( appraised value) (see the attachment to Dallas <br /> Larson's e-mail. <br /> 2. Based on an earlier note from Dallas Larson, Deadbroke is expected to make a <br /> $5000 donation this year. That donation will be for the sand volleyball court. <br /> 3. If assumption #2 is correct, we will have the necessary funds to proceed with the <br /> sand volleyball court. I am always asked how I come up with these numbers. Here <br /> is that answer: <br /> a. Money currently on reserve for the volleyball court plus., <br /> b. Money from the 2011 8K run (on reserve but not dedicated to the volleyball <br /> court according to earlier discussions with Mike.) plus <br /> c. The assumed $5,000 from Deadbroke. (we do not have this money in hand - <br /> yet) <br /> 4. The Fete des Lacs events will continue to earn a net profit of about $2500 a year. <br /> 5. The construction of a sand volleyball court remains the Committee's #1 priority. <br /> Trail signs remains priority #2 <br />
