City of Centerville <br />City Council Meeting Minutes <br />March 14, 2012 <br />2. Centennial Lakes Police Department Claims through March 8, 2012 (Check #8819-8860) <br />3. Centennial Fire District Claims through March 2, 2012 (Check #5207-5236) W/Check #5202- <br />5206 Payroll <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love, to approved the <br />Consent Agenda as presented. All in favor. Motion carried unanimously. <br /> <br /> <br />VI. AWARDS/PRESENTATIONS/APPEARANCES <br /> <br />Police Chief James Coan along with Captain Nelson were present to briefly review the Centennial Lakes <br />Police Department 2011 Annual Report. Chief Coan stated that the report addressed statistics, profiled <br />each City, reviewed policing philosophies, staffing and the department’s 2012 Management Plan. Areas <br />of discussion ensued; statistical upswings and downturns, ticketing authority, partnerships with other law <br />enforcement agencies (Lino Lakes Police Department/State Patrol), the IRS, FBI, immigration and CERT. <br />Chief Coan stated that the Department constantly reviews statistical data and is proactive toward crimes <br />that are on the upswing attempting to continue the goals of the Department. <br /> <br />Discussion ensued regarding animal feces on trails/sidewalks and property abutting these throughout the <br />community, owner responsibility for cleanup, potential signage, bicycle patrols and public education. <br />Consensus of Council was that they are supportive, appreciative and proud of the services that the <br />community has been receiving. <br /> <br />VII. OLD BUSINESS <br /> <br />1. None. <br /> <br />VIII. NEW BUSINESS <br /> <br />1. Res. #12-009 – Resolution Reestablishing Precincts & Polling Places <br /> <br />Mayor Wilharber reviewed the resolution with Council. <br /> <br />Motion by Council Member King, seconded by Council Member Love, to approve Res. #12-009 – <br />Reestablishing Precincts & Polling Places within the City as presented. All in favor. Motion <br />carried unanimously. <br /> <br />2. Approve Documents to be Submitted to Anoka County for Trail Project <br /> a. Supplemental Agreement #1 - $13,588.90 <br /> b. Change Order #1 – Deduct $1,585.85 <br /> <br />c.Work Order #1 - $14,991.16 <br /> <br />Administrator Larson briefly reviewed the agreement between Anoka County and the Contractor (Veit) <br />stating that originally Veit submitted expenses of $43,000 that occurred due to the State shutdown; <br />however, through lengthy negotiation the fees were decreased to $13,588.90. Engineer Statz briefly <br />reviewed Change Order #1 with Council stating that Veit failed to comply with MNDot standards for <br />certain concrete walkways and pedestrian curb ramping; however, these same areas passed strength <br />testing.
