City of Centerville
Council Meeting Minutes
April 25, 2012
Motion by Council Member Love, seconded by Council Member King, to approve
Res. #12 -011 — Concurring in the Proposed Issuance of G.O. Refunding Bonds,
Series 2012A by the City of Circle Pines for Public Safety (Police Building). All in
favor. Motion carried unanimously.
2. Bald Eagle Waterski Show, Inc. - Permit to Use 7121 Main Street & Shoreline
for Ski Shows & Practices (May 1- September 3, 2012)
Administrator Larson Dallas stated that the Bald Eagle Waterski Show desires to again
provide practices and shows within the City at Trailside Park. Administrator Larson
stated that the City owns property that abuts CSAH 14 and the St. Paul Regional Water
Department owns the property that abuts the lake. Administrator Larson stated that the
City has an agreement in place with the Water Department to utilize the property and it
expires in 2013. Attorney Glaser suggested a more formal permit for the Bald Eagle
Waterski Show, Inc. which would help elevate liability concerns and add protection for
the City. Administrator Larson stated that due to Attorney Glaser's vacation and Bald
Eagle Waterski Show's scheduled use the item has been forwarded to them for
consideration slightly premature even though the permit needs minor refinement.
a. Res. #12 -012 — Approving Permit
Motion by Council Member Fehrenbacher, seconded by Council Member King, to
approve Res. #12 -012 approving the permit, with the understanding that minor
modifications by the city attorney were likely. All in favor. Motion carried
unanimously.
IX. ANNOUNCEMENTS/UPDATES
City Administrator reminded Council that the Joint Work Session with the Parks &
Recreation Committee and Planning & Zoning Commission would be following their
regular Council Meeting of May 9, 2012. Administrator Larson suggested that discussion
of the business survey should take place at the same time to address survey questions and
implementation of the survey.
Administrator Larson suggested an additional work session for discussion of the 2013
Street Project and Budget. Consensus of Council was to schedule this meeting for June
13, 2012, following their regularly scheduled meeting.
Mayor Wilharber questioned whether a petition from residents of Center Street, had been
received regarding the condition of streets. Administrator Larson stated that none had
been received.
Engineer Statz stated that he and Staff had just completed visual inspection of the City's
roadways, discussed repair options and felt that he could report to Council his findings
shortly. Council desired to have Mr. Statz's report by May 23, 2012 allowing Council
ample time to review it prior to the scheduled Work Session.
9
